NEWS ABOUT YOUR COLLEAGUES

Bob McCluskey recently assumed the position of University Registrar at the University of St. Thomas, in St. Paul, Minnesota on July 1.   Bob was previously the Registrar at the University of Montana, where he was a frequent contributor to the Regist-L discussions.

Our profession has lost one of its able old soldiers with the retirement, earlier this month, of long-time University Registrar, Al Wehrle, from Stetson University. Jim Barbour, formerly of Lees-Mcrae in Banner-Elk, North Carolina, has been named to succeed Al, who will stay involved at Stetson by consulting there a few days a week.

Following a brief (6 years) post-retirement return to the harness at Columbia International University in Columbia, South Carolina, Warren Gaston retired on June 30. His farewell message to Regist-L included, "I wish you all well in your endeavors to maintain the academic integrity of your institutions (against all odds... keep up the faithful service to your institutions and students. Your labor is not in vain (even if not always appreciated). You and your work are essential to the academic well-being of your school."


NEW HELMSMAN AT THE NATIONAL OFFICE

Taking the helm at the National Office this month to relieve departing Interim Executive Director Cliff Sjogren, is the new Executive Director, Jerome "Jerry" H. Sullivan. A long-standing AACRAO member, Jerry was most recently Director of Financial Aid and Student Employment at the University of Colorado at Boulder since 1987.  The photo was taken during a transition meeting with Jerry (left), AACRAO President Paul Anderson (center) and Cliff (right).

Prior to service at the University of Colorado, Jerry spent seven years as Director of Financial Aid and Student Employment at Iowa State University. He also served in Educational Services and Student Affairs positions at Kent State University, the University of Southern Maine, Gorham (Maine) State College, and the University of Connecticut. Jerry also serves as a consultant to the US Department of Education.

"Jerry brings many strengths to AACRAO and will be working closely with the Board and the membership," said Paul Anderson. "One of his strengths is a thorough knowledge of government relations and extensive working relationships with numerous federal officials."

DESPERATELY SEEKING NOMINATIONS

The following is an urgent plea from Dave Stones, vice-chair of the Nominations and Elections Committee. Please contact Dave ASAP with your nominations.

As of July 6, we have been collecting nominations for AACRAO offices for about 3.5 months. We have one month to go. The good news is that I know we have a high quality group of nominees for Board positions. They have not yet all agreed to be considered, but I feel pretty good about them. We could use a few more. Nominations for the Nominations & Elections Committee is not that rosy.

In the last 5 weeks, I have received just four N&E nominations which were not already on my list. August 7 is the deadline, so there may be dozens of forms already in the works, but early and middle returns are less than encouraging.

Nominations have been submitted from the states of CA, CT, FL, GA, IN, LA, ME, MA, MO, NE, NY, OH, OR, TN, TX, VA, and WI.

Nominees are exclusively from the states AL, AZ, CA, FL, GA, IL, IN, KY, LA, MA, MN, MO, NE, NJ, NM, NY, OH, OK, OR, PA, RI, SC, TN, TX, UT, VA, and WA. That leaves 25
states or districts without so much as a nominee for the N&E process. This is before the anticipated 50% reduction when we ask the nominees to agree to be considered.

Consider nominating state and regional officers, AACRAO committee chairs, and others active in AACRAO. We need a good pool if we are to have a shot at producing the best possible group of decision-makers for next year's AACRAO officer selection. N&E is a fun and easy job, provided one escapes the chair and vice-chair spots. Take five minutes to make sure your state or your interests are represented.

Postsecondary Student Data Handbook Approaches Finalization

AACRAO recently completed a field review draft of the Postsecondary Student Data Handbook, a student tracking and data standards manual under development by AACRAO, the U.S. Dept. of Education's National Center for Education Statistics (NCES), and the State Higher Education Executive Officers (SHEEO). The final version of the handbook will be published by the Department of Education and should be available next spring.

The handbook is a comprehensive student data model that is designed to assist institutions in tracking, analyzing, and reporting student data. It contains more than 350 data elements, definitions, code sets and descriptors that monitor student progress from the point of pre-entry through program completion and post-enrollment. The data elements are organized into 5 progression-oriented categories:

1) Student Identifiers and Demographic Elements,
2) Pre-Attendance Descriptors,
3) Attendance Elements and Indicators,
4) Student Billings and Financing, and
5) Post-Attendance Descriptors.

An extensive glossary of postsecondary education terms, appendices (codes sets for use with elements) and a section on Derived Elements and Derivation Methods are also included.

The handbook is the first postsecondary student data manual developed. It contains terms, elements, and descriptors that are reflective of all levels of postsecondary study (less than 2 year through graduate and first-professional school levels.  The handbook presents a comprehensive set of terms and code sets that are designed to enhance and standardize institutional reporting. Updated federal standards (such as revised Race/Ethnicity classifications) are also incorporated.  The handbook provides up-to-date information on federal regulations and reporting requirements (such as the Student Right-to-Know and Campus Security Act and FERPA). In addition to identifying the requirements, it also provides elements, definitions, and coding formats to assist institutions in complying with the regulations.

DEBUT OF CONSOLIDATION ISSUE OF NETNEWS

(Editor's Note: The following was submitted by Henny Wakefield, Publications/Special Projects Manager at the National Office, and I publish it here with more than a slight blush.)

NetNews, AACRAO's electronic newsletter, is a familiar resource to most AACRAO members with internet capabilities.   This issue of NetNews, however, debuts the consolidation of  NetNews and AACRAO's print newsletter, the Data Dispenser.   The Data Dispenser will be issued only in the fall and winter.

NetNews, edited by Paul Aucoin, Dean of Academic Services and Registrar at Samford University, will be coming to you biweekly beginning in September. Paul has proposed two versions of NetNews, one distributed via e-mail and the other, graphic-rich and available on the web. A committed AACRAOan who returned his 1998 editor's stipend to AACRAO and  has once again stepped up to fill in as a volunteer, Paul promises great news coverage distributed on a as-needed basis.

Members and subscribers who do not have internet access will receive NetNews via fax or print. If you haven't let the National Office know you're "e-mail ready," please do so ASAP so your news won't be delayed. Send e-mail address changes to Erika Watts at wattse@aacrao.nche.edu.


AACRAO  FEATURED IN CHRONICLE OF HIGHER EDUCATION

AACRAO President Paul Anderson is quoted in the The Chronicle of Higher Education article on AACRAO, which appeared in the June 19, 1998 edition. Entitled "Registrars Group Faces a Financial Free Fall", the article says that many blame its ambitious plans to become a major player on higher-education issues. Anderson said, "There is no way that AACRAO can be the policy leader in higher education."

Also, SACRAO President Jerry Smith, is quoted as saying, "There is a strong belief by the rank and file that the last couple of boards may have not been in tune with the majority of the membership. Others quoted in the article are former Executive Director Wayne Becraft, former AACRAO consultant Michael Dolence, and 1995-96 AACRAO President Stanley Henderson. Also, Interim Executive Director Cliff Sjogren had what may be the shortest quote in the article, "We will survive."

Like a phoenix rising from the ashes, AACRAO is on the way back to being the thriving and financially secure organization we have come to expect it to be. In this first year of revival, it is most important that you help by attending the annual meeting to be held in Charlotte, North Carolina. AACRAO Represented on Standards Council Steering Committee

Jerry Bracken of Brigham Young University has been elected to the 7-member Steering Committee of the newly formed Postsecondary Electronic Standards Council. As Chair of the AACRAO SPEEDE Committee and involved in electronic data interchange through ANSI X12 and his work at BYU, Jerry brings unique expertise to the Standards Council. His technical skills and understanding of standards-setting issues have already been a distinct asset to this new organization and are expected to be an important contribution to the work of the Standards Council over the next year.

The Steering Committee's role is primarily to oversee the business operations and provide guidance for the work of the Standards Council. Similar in function to a board of directors, the Steering Committee is perceived as being less formal and more in line with the intention for the Standards Council to remain an informal coalition, explains Betsy Bainbridge, Director.

Joining Jerry on the Steering Committee are representatives of the American Association of State Colleges and Universities, the National Council of Higher Education Loan Programs, SCT, the National Association of Student Financial Aid Administrators, Sallie Mae, and the Student Loan Servicing Alliance.

AACRAO is serving as the secretariat for the Standards Council for the 1998-99 year. A memorandum of understanding was signed July 1 by President Paul Anderson and a representative of the Standards Council.

IMPROVED WEB PRESENCE FOR AACRAO

AACRAO's web site is being remodeled. The National Office is trying to simplify the site and make http://www.aacrao.com "chock full of current information."

For starters, they are making sure advertised job positions are posted within two days after we receive copy. To extend coverage, there will be a link to these positions through NetNews. There is a link to Charlotte (North Carolina), host city for AACRAO's 1999 Annual Meeting, so you can plan your meeting schedule and take advantage of the wealth of activities in this Queen City of the South.

At the revamped AACRAO site, you'll now find capsule information on directory information (FERPA) and federal race/ethnicity classifications, and a Student Right-to--Know alert.

AACRAO's committee chairs for 1998-99 are listed so you'll know whom to contact with questions or suggestions.

FINANCIAL AID GUIDE AVAILABLE

A HEATH financial aid guide, 1998 Financial Aid for Students with Disabilities is available from the American Council on Education's HEATH Resource Center for $2. This edition describes the federal financial aid process and application procedures, provides information on expenses considered disability-related and the role of vocational education in the aid process, and highlights scholarships and financial aid options such as the Supplemental Security Income and Social Security Disability Insurance.

SALARY SURVEY RELEASED

The College and University Personnel Association (CUPA) has released the 1997-98 Mid-Level Administrative/Professional Salary Survey for 121 mid-level positions in general administration, accounting and finance, information systems, student services and other areas at US colleges and universities. This survey supplements CUPA's Administrative Compensation Survey which focused on executive/administrative positions.

RETENTION LISTSERV FORMED

The creation of a retention list serve was recently announced by Alan Seidman, Assistant VP for Enrollment Management at West Chester University of Pennsylvania. Alan is the editor of a new scholarly journal titled the "Journal of College Student Retention: Research, Theory & Practice" and may be contacted at Aseidman@aol.com.

Hosted by West Chester University, the list is intended for non-commercial purposes and is open to all those interested in the area of student retention and attrition in higher education.

According to the announcement, the purpose of the list is to provide the educational community, federal and state governmental officials and the general public a vehicle to explore and discuss the complex issue of student retention and attrition.
