Herbert J. Riley retired as University Registrar from Binghamton University on February 27, 1998. He had served the State University Center at Binghamton for 18 years. Prior to his employment at Binghamton, Herb was Assistant Registrar at Wayne State University in Detroit, MI.

Herb and his lovely wife Susan are returning to their home state of Michigan and building their dream house on a lake near Traverse City, MI. They are planning on many fishing and golfing outings.

MESSAGE FROM THE PRESIDENT

Dear AACRAOans,

Cliff Sjogren began his duties as Interim Director on Tuesday, April 28th. We are so fortunate to have his experience and expertise at this very important time.

Bill Haid's "Reflections on Chicago" (Ed. note: excerpted next in NetNews) were so well done that there is no need for me to repeat. And of course, reading Fred Fresh's excellent major address also gives clarity and explanation to AACRAO's status.

Patience is the word for the next several months. Patience as we work our way through the financial situation. Patience as we process all of the Chicago bills and receipts. Patience as Cliff studies the National Office and makes his findings and recommendations to the Board. Patience for the Board to study carefully all of the information before making decisions. Patience for the membership that easy answers will not come quickly.

Also, I would hope to get the next President's Letter "out" sometime around Memorial Day. Thank you in advance for your support, understanding and Patience.

MESSAGE FROM THE PRESIDENT-ELECT

As others have, I've been reflecting on the AACRAO Annual Meeting and the significance of all that took place last week in Chicago. Here are my thoughts on the week in Chicago.

The AACRAO annual meeting traditions remain intact. The opening general session saw the awarding of honors, recognitions, and scholarships. This is the fun part of the meeting, and the formal recognition of so many who serve our association. The breakfast meetings, special lunches, and roundtables have become staples of our gathering for addressing the many special interests within our membership. The townmeeting now is our official member forum generating great interest and participation. I predict this will be the newest of our traditions for annual meetings. Of course, the sessions are the heart of the meeting and real reason people attend.

The AACRAO challenges are significant. These problems and issues were discussed formally at the town meeting and business meeting and informally everywhere else. Since rejoining the Board of Directors at the first of the year as a nominee, I've been involved with the Board in responding to the problems and charting a recovery plan for AACRAO. This has not been an easy task for anyone. I would best describe the recovery plan as stopping the bleeding and treating the wounds. Significant budgetary reductions have been taken in this year's budget and are planned for next year's. Leadership change in the national office and further staff assessment and reengineering are ahead. The fiscal plan calls for a bare bones budget with plans to provide core services but look for economical improvements and reduction of overhead expenses. Most noticably, electronic communications will replace many printed publications. No further reduction of reserves will be allowed and future budgets will rebuild reserves before further program expansion. Analysis and management of risk will be high priorities for any new programs. The budget presented at the business meeting was as realistic as possible, yet still indicated a deficit. The Board offered further cuts in core services or a dues increase to cover the deficit.

AACRAO members showed their support. Throughout the conference and especially at the business meeting, AACRAO members expressed statements of concern and support for saving the association. Though accountability remains a primary call from the members, they responded with many constructive offers of assistance including a variety of helpful and tangible contributions to restoring AACRAO's financial health. Individuals and groups turned back honorariums and monetary awards. Individuals, institutions, and corporate members offered financial, technical, legal and management assistance to AACRAO. State and regional associations offered various services especially related to annual meeting assistance. For the budget, the members voted a one year's dues increase of $40 per member to give AACRAO enough funds to erase the deficit and make a decent contribution to reserves for FY 9899. Dues will increase from $125 to $165 per member for FY9899.

Here is my take on all of this.

I felt that this was the most difficult year AACRAO has ever faced. I felt that the members rose to the defense of their association with cares, concerns, and criticisms. Member involvement seemed higher than ever before and as inquiring as ever before. Leaders were challenged to account for their involvement. I felt that the Board rose to the occasion of answering accountability, increasing communication, providing information to members and addressing the serious issues facing the association. They made the difficult decision to ask the executive director to step down and charted a financial recovery strategy to present to the members. Though clearly calling for continued accountability and increased communication, the members seemed to accept the Board's plan for recovery and leadership change in the national office. Their vote for the dues increase and approval of the budget gives a clear mandate to the Board, in my opinion, for implementing the recovery plan and showing results by improving the financial status of the association by this time next year. I don't think anyone could have asked for a better outcome.

YEAR 2000 PC PROBLEMS

The din of warnings surrounding the Year 2000 problem appears finally to have woken a dangerous sleeping giantthe desktop computer. Last week, Federal Reserve Board Governor Edward Kelley told Congress that the Year 2000 quandary could create enough problems to slow U.S. economic growth during the next two years. A big chunk of that slowdown could be caused by unresolved glitches in desktop devices that were initially thought to be immune, experts said.

Both desktop software and hardware vendors are being dragged into the fray. As Microsoft was being called on the carpet for a lack of Year 2000 compliance in its NT 4.0 operating system, Intel CEO Andy Grove, in an interview with The Washington Post, upbraided the federal government for being behind in resolving its millenium problems.

Most IT departments even those that are ahead of schedule in resolving mainframebased Year 2000 problemsare way behind in testing their client/server applications for date bugs, experts said. According to a Computer Intelligence study published last month, almost half of IT managers surveyed said they have initiated "no activity" in resolving the problem on desktop PCs, which means they haven't even begun planning a solution.

HELP WITH DECLINING ASIAN ENROLLMENTS

Recruitment strategies suggested for colleges facing a faltering Asian economy were printed recently in the Winter 1998 Linden Letter, newsletter of Linden Education Services (linden@lindentours.com).

Consider the following tips on good recruitment strategies:

1. Be patient, informed and committed for the future. Longterm relationships are key to successful recruitment in Asia.

2. Consider financial options for students via work study, scholarships, loans, and flexible payment plans. Be specific, accurate, and complete in presenting this information to students.

3. Be proactive. Give your students information in writing about what your institution can and cannot do for them. Offer to write a letter to their parents outlining what can be done.

4. Help students find ways to accelerate their program and cut back on their living expenses.

5. Assess your institution's commitment to international students.

6. Write to students, parents, and alumni, planning activities for them, showing that you and your institution care.

7. Educate your faculty and administration to take a longterm view of the situation.

8. Maintain visibility overseas with educational advisers. Let them know what you're doing to help their students.

9. Contact the schools your students attended in their own country and let them know how you are working with their students.

10. Visit the countries involved, showing your institution's commitment during good times and bad. When overseas, focus on those who work with students, parents of current students, and alumni.


CALL FOR PAPERS FOR CHARLOTTE 1999

The New Century Beckons for AACRAO

As the millenium approaches and each of us personally experiences a turn in the calendar of millenial significance, AACRAO also marks the coming new century with a look both forward and backward as the countdown to the year 2000 marches on. AACRAO has a rich history and tradition of excellence in professional development and member assistance. The soon turning of the century clock is reason to look back on our heritage and recall the frontiers, advancements, and achievements of an association approaching it's own century mark in a few years. It is also a time to look forward at the technology, challenges and changes still ahead for admissions, registrar and enrollment management professionals in higher education.

The AACRAO Annual Meeting Program Committee is initiating a Call for Papers as a new track for the Charlotte Annual Meeting in 1999. Call for Papers is intended to encourage researched and scholarly presentation topics of interest to AACRAO members, and to provide incentive for members to develop presentations. Call for Papers will result in a separately scheduled track to highlight the papers and presenters during the meeting. Call for Papers proposals will be reviewed by the Program Committee and selected for inclusion in the program.

Members are invited to submit a Call for Papers proposal to the Program Committee by June 1, 1998. Each proposal should outline the topic in sufficient detail to be evaluated. Proposals selected will be expected to be developed into a professional presentation and be of publication quality. Authors and presenters will be given special recognition in the Annual Meeting program and papers will be submitted to College and University for publication consideration.

ARE COMPUTERS REALLY THAT IMPORTANT

Social critic Todd Oppenheimer, an associate editor of Newsweek, says that, in spite of the fact that "there is no good evidence that most uses of computers significantly improve teaching and learning," a poll taken last year indicates that "U.S. teachers ranked computer skills and media technology as more 'essential' than the study of European history, biology, chemistry and physics; than dealing with social problems such as drugs and family breakdown; than learning practical job skills and than reading modern American writers such as Steinbeck and Hemingway or classic ones such as Plato and Shakespeare." Reporting to the Dean of Admission and Financial Aid, the Director provides leadership in the recruitment of undergraduate and graduate students. The successful candidate will be able to create and manage strategies designed to facilitate recruitment of graduate and undergraduate students.
