News About Your Colleagues

Julie Bennett, bennett@cstcc.cc.tn.us, has left Chattanooga State Technical Community College (CSTCC) where she has been the Registrar. As of mid-October, Julie is the Site Manager at CSTCC’s Kimball Campus, only 10 miles from her home, replacing her 80-mile commute. She is looking forward to continuing her involvement in Tennessee ACRAO as president and past-president, which was an important consideration in her move, while helping her daughter start kindergarten. Julie earned an Associate of Science from CSTCC and a Bachelor of Science, majoring in organizational behavior, from Covenant College. She has held various positions in records and admissions since 1984.

Michael Car, mcar@nu.edu, the Records Officer and Judicial Coordinator for San Diego State University (SDSU) retired last January after 28 years in higher education. Prior to SDSU, Michael worked for the University of Hawaii at Manoa, UCLA, and Los Angeles Valley College. He did his undergraduate work at California State College at Los Angeles and his graduate work at the Claremont Graduate School. We were just about to make up a nice retirement certificate for him when we found out that, just this fall, he became the Registrar for National University. Michael says he went back to work, at the Torrey Pines office in La Jolla, because he was "going nuts gardening for nine months." Welcome back!

Norman Cole, Norman.Cole@tri-c.cc.oh.us, on the other hand has been successful, apparently, in joining the ranks of the retired, as of the end of October. Norman has been the registrar at Cuyahoga Community College in Ohio. Laura Finson, the director of admissions, laura.finson@tri-c.cc.oh.us, will be handling the responsibilities for the time being. Norman says, "As for my retirement plans, I believe my wife (Holly) has a 'list' and every time I drive her crazy another task will be assigned from the 'list'."

Bob Kubat, kubatra@muohio.edu, is the new University Registrar at Miami University in Oxford, Ohio, having succeeded Ken Bogard who retired. Bob earned an undergraduate degree in marketing and graduate degree in student personnel services from Indiana University of Pennsylvania. He was University Registrar at West Chester University for 10 years and worked for SCT as a functional consultant. Most recently Bob spent two-and-one-half years as associate registrar at Rowan University., while continuing to be active with Middle States ACROA, New York/New Jersey ACRAO, and AACRAO.

Daniel Licht, dlicht@mail.slc.edu, is now the Registrar at Sarah Lawrence College in Bronxville, New York, having most recently served as Registrar at Cornell College in Iowa from 1996 to 2000. Prior to his Iowa days, Daniel served as Associate Registrar for Teachers College, Columbia University in New York from 1987 to 1996 , and as Registrar at Mount St. Mary's College in Los Angeles from 1979 to 1987. He earned a Bachelor of Arts degree from Antioch College.

Jerry Montag, jmontag@rice.edu, is the new University Registrar at Rice University. Jerry was previously the Director of Admissions and Records at the University of Arkansas at Little Rock. Prior to that he was in Florida for over 14 years as the University Registrar at Florida International University and at Florida Institute of Technology. Jerry received his undergraduate degree in chemistry from Lehman College (NY) and his graduate degree in higher education from Columbia University (NY). He has been active for many years with Florida ACRAO, has served on many professional association committees, including a recent stint as chair of the AACRAO N&E Committee, and has made numerous professional presentations at AACRAO. Jerry says "It is great to be in Texas with such outstanding institutions, terrific colleagues, and so many things to do with your family. Texas is a fantastic state." Congratulations - go Owls!

André Pattillo, apattill@morehouse.edu, has left the admissions office at Morehouse College to take on the job of Director of Athletics. Terrance Dixon, tdixon@morehouse.edu, is the Acting Director of Admissions.

Alfred Rodriguez, Jr., alfred.rodriguez@trinity.edu, is the new Registrar at Trinity University in San Antonio, Texas.

James Rougeau, jrouge@slcc.cc.la.us, is the new Registrar and Director of Admissions at South Louisiana Community College. After earning a Bachelor of Arts degree in English from the University of Southwestern Louisiana (now University of Louisiana at Lafayette), Jim completed a Master of Arts degree in 1971 and stayed on for the next 28 years, first as Assistant Registrar and then as Associate Registrar.

Elane Ruckert, eruckert@emory.edu, has joined the Registrar's staff of Emory University as an Assistant Registrar. Elaine came to Emory from Tennessee Wesleyan College where she served as Assistant Registrar. She earned a Bachelor of Applied Science Degree from Tennessee Wesleyan College where she was the Assistant Registrar for 5 years.

College of Health Sciences: Ruth Robertson stepped down as Registrar effective October 20.

Longwood College: Kathy Charleston from the Registration Office has accepted a new position on campus as Assistant Director of Graduate Studies.

Lynchburg College: Angie Rudd has joined the staff as Assistant Registrar for Academic Systems. Before coming to Lynchburg, Angie was a senior systems analyst for the City of Charlottesville. Her previous registrar's office experience was at Cleveland Community College in Shelby, NC, and she has also worked at Blackbaud Incorporated in customer support for admission and registrar software. She is a graduate of Emory and Henry.

Old Dominion University: Cynthia Bruce Thornton has been promoted to Associate Director for Distance Learning - "a new title and more work" she reports.

Randolph-Macon Woman's College: Sarah Ogden joined the Registrar's Office in May as the new Assistant Registrar. Sarah is a May 2000 graduate of Sweet Briar College.

Roanoke College: Karen Richardson, Assistant Registrar, resigned in June to accept a position with Datatel. Her successor, Hope Reynolds, joined the staff in July.

University of Virginia: Carol "Stash" Stanley is the new University Registrar, having served fifteen years as Director of Student Information and Records at Drexel University in Philadelphia. Aside from her work as a registrar, Stanley has long been active in athletics; she has patented a number of athletics-related devices, and her Stan-Mill mitt is part of the permanent collection of the National Baseball Hall of Fame in Cooperstown, N.Y. Also new is Frank Biasiolli, who was named Assistant Registrar this September.

University of Virginia's College at Wise: Russell 'Rusty' Necessary, after serving one year as interim, is the Director of Admissions & Financial Aid. Bill Wendle has left admissions to become the Assistant Director of Financial Aid. Linsey Robertson has joined the staff as Admissions Counselor.

Washington and Lee University: Brandon Ferguson, admissions counselor, has moved to Ecuador, for a 12-week Spanish-immersion program. Kelly Kopcial, now assistant director of admissions, has taken on some responsibilities related to multicultural recruiting. Dr. Sheri Notaro, assistant director of admissions, has left to work as an adviser and counselor in multi-cultural relations at the University of Missouri-St. Louis. Kristen Binette and Lew Holloway, Class of 2000 alumni, joined the admissions staff as admission counselors.

University of Wisconsin-Green Bay: Steven R. Neiheisel has been appointed as assistant dean for Enrollment Services at the with responsibility for Admissions, Financial Aid, and the Registrar's Office. He succeeds Myron Van de Ven who retired late last winter. Neiheisel is a veteran of some 25 years of admissions and records management and as a coordinator of academic services. His most recent position was that of dean of Enrollment Management at Carroll College, Helena, MT. He holds a degree from California State University, Dominguez Hills and graduate degrees from The Ohio State University.

University of Wisconsin-Madison: Karen L. Hanson has been promoted to assistant registrar for Enrollment Services. Ms. Hanson has been coordinating the enrollment of students using interactive voice response (IVR) technology and is presently leading efforts to bring about a Web-based enrollment option for the institution. She is a graduate of Beloit College. Returning to the Registrar's Office at the University of Wisconsin-Madison after a year's absence as an educational software consultant, Marilyn N. McIntyre has been appointed manager of Alumni Systems. This is a new position and in this role, she will be building a campus wide infrastructure for the effective utilization of alumni data maintained by the Registrar's Office. In her previous post at Madison, Ms. McIntyre was an assistant registrar and was the lead for the conversion of student records from the mainframe to a client server model. She holds degrees from Grinnell College and Penn State University.

In memoriam

David Michael Anderson, registrar at Antioch College, died September 6, 2000 following a bout with cancer. His colleague, Donna Evans, devans@antioch-college.edu, reported that "the Antioch community has been his home and family for many years. We are all saddened by his death." Michael joined the Antioch College community as a student and graduated in 1976 with a Bachelor of Arts degree in literature. He began his career in the registrar's office during that same year. An Antioch community, Quaker-style memorial service took place Friday, September 29th in the college's Rockford Chapel on the Antioch College Campus, followed by a tree planting in front of Antioch's Main Building. Michael is survived by his brother, Dan Anderson, and his sister, Mary McGrath, both of Jamestown, New York.

Sylvia Cosse Booras, long-time member of Louisiana ACRAO, Southern ACRAO and AACRAO, died November 4, 2000, from a heart attack following bypass surgery. Sylvia had served in the admissions office at Louisiana State University-Shreveport (LSUS) for 28 years, most recently as assistant director of admissions, until her retirement in 1996. A native of Shreveport and Tallulah, Louisiana, Sylvia was very active in the Greek Orthodox Church and received the LSUS Outstanding Service Award in 1992. While Paul Aucoin remembered her Greek dancing at his first LACRAO meeting, Janet Davis knew her as a great cook. "She loved to make Greek delicacies for LACRAO (her baklava was exquisite) and was just a warm and caring lady." Kathy Plante, former president of AACRAO, noted, "We have lost a good friend." Sylvia is survived by her husband, Alexander Charles Booras and four daughters - Penne, Katina, Deanna, and Demmye - among others. The family requests that memorial donations be made to the St. George Greek Orthodox Church, Iconography Restoration Fund, 1719 Creswell, Shreveport LA 71101.

CIP Final Draft Released

As noted by Brenda Ashford, ashfordb@aacrao.org, in an e-mail message earlier this month, The National Center for Education Statistics (NCES) has completed a second draft version of its updated Classification of Instructional Programs (CIP-2000) which has been posted for public review and comment. The CIP-2000 is the first update to the CIP taxonomy since 1990, incorporating several new programs and updates in program classifications, titles, and descriptions.

AACRAO has been critically involved in the development of the CIP-2000 and encourages campus administrators, particularly registrars and institutional researchers, to participate in this final review process. This is a great opportunity for users of the CIP to have input in the development of the taxonomy before the final version is published. Comments on the accuracy of the program titles and descriptions are particularly needed. . Your review of this draft will help us ensure that these changes are adequately reflected in the CIP update.

Study on College-Level Learning in High School

Professor D. Bruce Johnstone, dbj@acsu.buffalo.edu, former Chancellor of the State University of New York, and doctoral student Beth Del Genio, bethdel@acsu.buffalo.edu, have authored a paper entitled, "College-Level Learning in High School (CLLHS): Purposes, Policies, and Practical Implications."  This mostly quantitative study of 451 colleges and universities nationwide addressses college and university attitudes and policies toward CLLHS and their direct participation in such programs as Advanced Placement and dual enrollment programs. Ms. Del Genio is finishing her dissertation - an additional study - using the same database of colleges and universities. In addition, she has introduced five case studies for the purpose of analyzing college and university CLLHS policies and how/where their CLLHS policies intersect with the institutions' educational and institutional philosophies. Nominations and Elections Committee Meets this Weekend

Individual results from the weekend meeting of the Nominations and Elections Committee will be sent to those nominees who accepted their nominations by the end of November, and the final results will be announced to the membership in the December issue of AACRAO NetNews.  According to Chair Paul Aucoin, the committee received nominations from only 50 AACRAO members, who nominated 263 candidates.  Of those nominated, 66 members accepted the nominations.

Caught in the Surf: Websites You Can Use

Digital signatures: Richard Yount, RLYount@email.uncc.edu, Registrar at the University of North Carolina-Charlotte, recommends the American Bar Association's tutorial on digital signatures found at http://www.abanet.org/scitech/ec/isc/dsg-tutorial.html.

Dropout and Graduation Rates: Tom Mortenson, Higher Education Policy Analyst at Postsecondary Education OPPORTUNITY, has compiled and posted at http://www.postsecondary.org/Spreadsheets.htm the entire ACT report series on freshman-to-sophomore institutional dropout rates and graduation rates. ACT originally reported these data in separate reports for 1983 and 1985 through 2000. Our compilation is in two Excel spreadsheets, one for dropout data and the other for graduation. The ACT data represent the longest published time-series of national institutional dropout and graduation rate data available. The data are especially valuable in that they are reported by institutional control, highest degree offered, and admissions selectivity. ACT has granted us permission to post their data to our website to make them available to those who use these data for research, reference and grant-writing purposes. Other spreadsheets at the same site include Bachelor's Degree Holders by State and Secondary School Graduation Rates by State.

FERPA brochure: Connie M. Goodman, Cgoodman@exchange.ureg.ohio-state.edu, forwarded an announcement by the Ohio ACRAO Publicity and Publications Committee that their new FERPA brochure is now available. You will find it at http://www.OACRAO.ohiou.edu/news.html. The document is available in either a PDF format (http://www.OACRAO.ohiou.edu/ferpabrochure.pdf) or PageMaker (downloadable format). Space is available for institutions to insert their return address and affix a mailing label. OACRAO institutional representatives received a copy of the brochure via e-mail.

FirstGov.gov: In late September, President Bill Clinton on Friday launched FirstGov.gov, a single portal that will connect citizens to nearly all online federal government resources. By linking nearly all government resources, the site will allow users, for example, to download tax forms, apply for student loans, track Social Security benefits, and make reservations at national parks. Using a privately developed search engine called FedSearch, FirstGov combs through 27 million Web pages from 20,000 government sites. The search engine is adequate and quick and does an excellent job of pulling appropriate results by common acronyms such as FERPA, OPE, and CIPRIS. Links to the legislative, judicial, and executive branches are excellent, though the state and local government link is misleading (it doesn't easily take you to YOUR state or local government site). This new effort is even underwritten by private funds and the site donated by Inktomi.

Home schooling: Home schooling is expanding worldwide. The Virginia-based Home School Legal Defense Association has had contact with home educators in 25 countries over the past few years, according to the Washington Times. Christopher J. Klicka, an HSLDA attorney, traveled to Germany and Japan this summer to help families organize to get home schooling legalized. ...In Japan, home schooling is becoming popular and is being supported by several leaders in the business community, the Times reported. Approximately 300,000 students a year drop out of junior and senior high schools, and Japan is looking for ways to return them to their studies. Home education also is growing in Germany, Klicka told the Times. ...Brian Ray, who runs the National Home Education Research Institute in Salem, OR, told the Times that he also has seen a surge in international interest. Ray has spoken at conferences in Switzerland and Great Britain, and in the last week took calls about home schooling from Kuwait, Korea, and from a Pakistani living in London. Home schooling has grown to an estimated 1.7 million students in the United States and is legal in every state. See the article at http://www.hslda.org/central/selected/docs/09-19-00_2.html.

NCES New Reports:

NCES has just released the report, "Issues Related to Estimating the Home-Schooled Population in the United States with National Household Survey Data". This report compares two studies that have yielded disparate estimates of the rate of home schooling in the United States. The analysis focuses on the methodology used in the 1996 National Household Education Survey and the 1994 Current Population Survey, with particular emphasis on potential sources of error in estimating the home-schooled population. "Changes in High School Vocational Coursetaking" looks at trends in vocational course-taking among high-school students, examining these trends in light of labor market changes. The report notes that the declines in concentrated vocational course-taking from 1982 to 1998 were due primarily to declines in the "trade and industry" and "business" program areas. These vocational areas roughly correspond to occupations that have experienced below-average growth rates since the early 1980s. In addition, the four vocational program areas in which a larger proportion of students concentrated their course-taking in 1998 than in 1982 prepare students for occupations that experienced above-average growth rates. And then there is "Dropout Rates in the United States: 1999." This report presents national data on high school dropout rates and high school completion rates from 1972 to 1999. It also provides state level information for the 1990s. Apart from showing basic rates, the report studies the relationship between various individual and family characteristics on one hand, and high school dropout and completion propensity on the other. The report on "College Quality and the Earnings of Recent College Graduates" examines the association between factors such as selectivity and other institutional characteristics, and the earnings of recent college graduates 5 years after graduation. To address these issues, data from the 1980 High School and Beyond (HS&B) study were combined with information about courses, grades, credits, and credentials contained in the Post Secondary Education Transcript Study (PETS) as well as additional data from the Integrated Postsecondary Education Data System (IPEDS) on institutional characteristics and from the College Board's Annual Survey of Colleges. This NCES report, "Debt Burden Four Years After College" presented in a new format, examines the debt of 1992-93 bachelor's degree recipients in light of their financial circumstances in 1997, approximately four years after they earned their degrees. First, it reviews the amount they borrowed as undergraduates and describes any additional borrowing by those who had enrolled in a graduate degree program. Next, it examines the progress that borrowers had made in repaying their student loans in 1997. Tables, graphs, and other reference items are now easily accessible. The popular Public School/District Locator has just been updated to include 1998-99 data. This tool enables you to find the correct name, address, telephone number, NCES ID number, urbanicity (rural, large city, etc.), and other student and teacher information for public schools or school districts for school year 1998-99 as reported to NCES by state education officials in each state. OPE campus security statistics: Crime statistics for colleges and universities in the United States and Canada will soon be posted on the Internet, providing students with easy access to a range of crime data as they contemplate which school to attend. The Department of Education will create the database, detailing the numbers of particular types of offenses both on and off campus. The department will gather its initial data in August, and provide Congress with final figures for this year in December. The security site at http://www.ope.ed.gov/security/ presently lists 1997, 1998, and 1999 statistics, searchable by geographic region or individual institution.

Postsecondary Education Programs Directory: The Directory lists 449 programs offered by 31 U.S. Departments and Agencies for which postsecondary education institutions, students, faculty, or employees are eligible to apply. The Directory was created by extracting information on relevant programs from the Catalogue of Federal Domestic Assistance (CFDA), a comprehensive listing of all federal programs compiled by the General Services Administration (GSA). It is designed to assist student, institutional, research, and other customers interested in postsecondary education federal programs.

State Higher Education Report Cards: The National Center for Public Policy and Higher Education is developing a tool that state policy leaders can use to access useful comparative information about their state's performance in higher education -- public and private, two- and four-year. To assist state policy leaders in identifying the strengths and weaknesses of higher education performance in their state, the Center is developing a state-by-state report card that compares and evaluates each state's performance in higher education. More Colleges Studying Wireless

Many of the sessions at the recent EDUCAUSE conference that your editor and other registrars attended in Nashville were focused on wireless access to the internet from many locations on campus, as colleges begin to experiment with wireless technology that allows students with laptops to access the Internet without needing to plug in their computers.   According to a November 12 article in the New York Times, Rensselaer Polytechnic Institute, for example, installed wireless access points in the top two levels of its student union to let students roam freely while staying online.  The article added that Wesleyan University created a mobile computer lab using Apple's AirPort portable transceivers.  Professors wheel the "Apple cart" into the classroom, plug it into an Ethernet jack, and distribute iMac laptops to students. At Wesleyan,  students use the technology to visit a Web site that provides maps of temperature contours at various depths of the oceans.

In numerous articles in The Chronicle of Higher Education since June, wireless setups have been described at a diverse list of institutions including Drexel University, Buena Vista University (IA), University of Alaska at Fairbanks, Carnegie Mellon University, SUNY at Morrisville, Johnson C. Smith University, College of Mount Saint Joseph (OH), University of Southern Mississippi, Greenville College (IL), Howard University, Rockford College, Colorado State University, University of California at Davis, Vanderbilt University, and Johns Hopkins University.

FERPA Workshops Announced

AACRAO will kick off the new year with two new Family Educational Rights and Privacy Act (FERPA) Workshops. Noted FERPA authority LeRoy Rooker, Director of the Department of Education's Family Policy Compliance Office, will be presenting the very latest on FERPA regulatory and compliance issues.

The FERPA WORKSHOP will provide an in-depth introduction to the intricacies of FERPA regulations. The following topics will be included.

  •  Relationship between FERPA and other disclosure requirements, such as the Student-Right-to-Know Act and the Solomon Amendment
  •  Permissibility of withholding grades and/or transcripts under FERPA
  •  FERPA's impact on distance learning, Internet use, and other forms of electronic information dissemination
  •  Recent legal decisions affecting FERPA compliance
  •  Proposed FERPA changes

    Closing Thought

    This is one time of year when many of us are thinking of giving presents. Many of us tend to forget about those in need while we hustle about in our busy lives, and some of us feel that we simply don't have enough to contribute to charitable causes. However, the Internet continues to help nonprofit organizations break new ground in their effort to better the world for those living in it. With just a minimal amount of research and a pinch of good will, anyone can contribute to a worthy cause with the click of a button.     One location the article mentions has been presented here before. I have bookmarked The Hunger Site at http://www.thehungersite.com so I hit it every morning as soon as I "boot up." It is linked closely to the sites where your mouse clicks will also donate money to The Rainforest Site, The Kids' AIDS Site, The Child Survival Site, and The Breast Cancer Site.
