SPEEDE Presents EDI/EC in Education Conference

The SPEEDE Committee has been busy planning the 11th Annual EDI/EC in Education Conference, which will be held October 22 - 24, 2000 at the DoubleTree Hotel in Bakersfield, California. Doug Holmes, Programmer/Analyst, Vice Chair and Program Chair of the SPEEDE Committee, has worked with the committee to provide an excellent program offering 32 sessions during the 3-day conference.

This is the premier conference on electronic data interchange in education. The conference is intended for admissions, registrar and data management professionals in student systems and enrollment management who want to join over 500 higher education institutions around the country in moving away from paper systems to implement electronic transfer of student transcripts, enrollment verifications, course catalogs, admissions applications, financial aid data, institutional characteristics and prospective student information. The conference this year will also include presentations on various K-12 project developments and initiatives implemented in several states throughout the country.

Mentoring is an important part of the EDI Conference. Along with the informal mentoring that naturally occurs, attendees will be grouped with one or more of the experienced EDI users for more deliberate discussion of EDI issues for their respective institution.

The Local Arrangements Chair is working to provide a great venue for the conference. Bakersfield is centralized in the San Joaquin Valley providing easy access to desert, mountain, ocean and big city amenities. Bakersfield is home to many country songwriters and singing legends, and the conference is being held one block away from Buck Owens’s Crystal Palace Restaurant and entertainment facility. The month of October in Bakersfield typically provides some of the best weather in the country with sunny days in the mid 70’s and cool evening temperatures in the mid to low 60’s.

The conference room rate at the DoubleTree is just $84 plus tax. Call the DoubleTree Hotel in Bakersfield directly at 661-323-7111 or call the DoubleTree Hotel Central Reservations at 800•222•TREE for room reservations. Let DoubleTree know you are attending the EDI in Education Conference. Don’t miss out on the DoubleTree famous chocolate chip cookies!

The early conference registration fee is just $225, including a copy of the conference proceedings on CD! After October 6, registration for the conference goes up to $295. The registration form and program can be found on the web site at: http://www.csub.edu/edi/.

More information about the conference may be obtained by contacting - Robert Doolos (SPEEDE Committee Chair) at rdoolos@lsu.edu, Doug Holmes (SPEEDE Committee Vice Chair / Program Chair) at doug@ouac.on.ca or Scott Burgy (Local Arrangements Chair) at sburgy@csub.edu.

Internet Demographics

Two reports recently highlighted the ever-changing state of the Internet and its users.

A report issued by the U.S. Internet Council (http://www.computeruser.com/news/00/09/05/news11.html) predicts that by 2005, 70% of Internet users could be located outside the United States, a result of rapid expansion in Asia and Europe, boosted by their development of wireless Internet technologies. Of the more than 300 million people worldwide now using mobile phones, Europe leads with the highest cell phone penetration rate, with Asia second. The U.S. lags behind 22 other countries, with only 27.6% of its citizens mobile-phone equipped. As e-commerce increasingly adapts to wireless platforms, U.S. leadership in that arena will erode, with Europe and Asia moving ahead, says the report. That scenario will be exacerbated by a corresponding dilution of English-language dominance on the Web. Currently, 78% of all Web sites and 96% of all e-commerce sites are in English, but the Council anticipates a strong shift toward language diversity by 2005. (Computer User 5 Sep 2000).

Also a new study by the Pew Internet and American Life Project (http://news.ft.com/news/industries/infotechnology/) suggests that older, better educated men have greater workplace access to the Internet than other Americans. The survey of more than 12,000 adults found that about a third of full-time U.S. workers with Internet access at work are over 45 --compared to an average of only 14% for all Internet users. More than half of "wired workers" have college or advanced degrees, says the report, which hints at the existence of an Internet "elite" in the workplace --people who are better educated and have more options for online access. Nearly 75% of those with Internet access at work also have it at home, compared to only 36% of all Internet users. (Financial Times 5 Sep 2000)

Caught in the Surf: Websites You Can Use

See Seattle Before You Get There:   You just can't wait until April 22, when we will meet  at AACRAO's 87th Annual Meeting in Seattle what are you going to do in Seattle.  You need to start planning now for what you will do once you arrive.  Here are a few sites to help you decide:

http://www.pacsci.org
http://www.emplive.com
http://www.spaceneedle.com
http://www.seeseattle.org
http://www.seattle.com

Carnegie Classifications 2000: The Carnegie Foundation for the Advancement of Teaching (http://www.carnegiefoundation.org/) categorizes institutions of higher education by basic characteristics, a system widely used by publications, foundations, and government and accreditation agencies. The newest classification system differs greatly in terminology and methodology from the last release in 1994. The Chronicle of Higher Education has provided an easy-to-use comparative listing at http://chronicle.com/stats/carnegie/ which can be used to list only the newest classifications or a comparative chart between the 1994 and 2000 listings.

Comparative College Information: Though AACRAO NetNews has reported on the National Center for Education Statistics (NCES) College Opportunities On-Line (COOL) before, we thought a reminder of this resource was timely given its recent improvements. COOL is one way of finding out about a specific college or a set of colleges. If you are not sure what colleges might be of interest, IPEDS COOL has the tools to help you search for a college. Just added is the ability to specify a ZIP code for your search and indicate a mileage radius from that ZIP code. You can also search for a college based on its location, program, or degree offerings either alone or in combination. The more criteria you specify, the smaller the number of colleges that will fit your criteria. To use this tool, please visit http://nces.ed.gov/ipeds/cool/.

Critical Thinking Assessment: California Academic Press (CAP) has made available a set of case studies designed to help deans, academic vice presidents, and department heads develop academic leadership and professional decision-making skills. Though not entirely appropriate for admissions officers, registrars, and other records professionals, the case studies, found at http://www.calpress.com/casestudies/casindex.htm, are interesting and may provide insight into common problems faced by those with whom we work every day. The suggestions for "Planning a Department Chairs Retreat" will also be helpful in planning large staff or professional association retreats.

NCES New Publications:

The web version of "Characteristics of the 100 Largest Public School Distrcits in the U.S.: 1998-99" provides descriptive information about the schools serving nearly one in every four public school students in the U.S. They are distinguished from smaller districts by characteristics in addition to sheer size, such as pupil-teacher ratios, high school graduates, and minority enrollment as a proportion of total enrollment. All the text as well as the tables are now web enabled. To view this report, please visit http://nces.ed.gov/pubs2000/100largest/.

The new report on "Federal Support for Education Fiscal Years 1980-2000" attempts to provide a comprehensive picture of total federal financial support for education since fiscal year 1980. A summary of dollar amounts spent on education programs in the U.S. Department of Education and other government agenices is provided. http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000068

The "NPEC Sourcebook on Assessment, Volume 1: Definitions and Assessment Methods for Critical Thinking, Problem Solving, and Writing" is a compendium of information about tests at the postsecondary education level used to assess three skills: critical thinking, problem solving, and writing. The Sourcebook is a tool for people who are seeking comparative data about the policy-relevance of student outcomes measured in these three skill areas. To download, view and print Volume 1 as a pdf file, please visit http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000195. The "NPEC Sourcebook on Assessment, Volume 2: Selected Institutions Utilizing Assessment Results" presents a series of case studies at postsecondary institutions that highlight the successful use of assessment data for external policy-related decision making purposes. To download, view and print Volume 2 as a pdf file, please visit http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000196.

Postsecondary Data Users and Survey Developers: A new online product, Accessing National Surveys with Electronic Research Sources - ANSWERS - is now available to assist survey developers and users of postsecondary education data. ANSWERS is produced under the auspices of The National Postsecondary Education Cooperative (NPEC), which is sponsored by NCES. The web site is designed as a guide or portal for information about national datasets at the institution level. ANSWERS can be found at the NPEC Web site: http://nces.ed.gov/npec/answers/

The online resources currently offered in ANSWERS include a matrix of data that are available in national surveys, a question bank, references for survey developers, an inventory of national surveys, information about survey developers, a list of variables by dataset, and a list of keywords and topics. Additional features will be available in the next six months, including a definition bank and survey generator. ANSWERS is designed to help different types of audiences find surveys, data, and support for institutional research, policy analysis, and other types of studies of postsecondary institutions. For example, survey developers could search the question bank for items to use on a questionnaire. Policy analysts might want to use the matrix of data to quickly locate a data item in response to a request about a hot topic. Search engines are also provided for each type of resource. A primary goal of the project is to reduce data collection burden and improve the comparability of data and definitions across surveys.

SPEEDE/EDI: For those who have not yet discovered the exciting world of electronic transmission of data - and especially transcripts - you should be aware of the Postsecondary Electronic Standards Council (PESC) site at www.StandardsCouncil.org. Long-time AACRAO members probably remember Lysbeth "Betsy" Bainbridge, who is now PESC's executive director. The Council publishes a regular newsletter, The STANDARD, available at http://www.StandardsCouncil.org/enews/. The September 2000 issue includes information on results of PESC's XML Forum held in August, letter from PESC chair Keith Riccitelli, an X12 update, reminders and notices of upcoming events and related conferences, and more.

US Elections 2000: A very interesting site, offering a compilation of essays and interviews which present for foreign audiences the US State Department's "official" view of the upcoming federal elections. Check out http://usinfo.state.gov/products/pubs/elect00/.

NB:  If you know of a web resource or a bit of web humor that you think may be useful to your colleagues, please send the URL to Scott Dittman at sdittman@wlu.eduso it may be considered for inclusion in a future issue of NetNews.  Tell a little about why you like it and be credited with the catch.

Another "For-profit" Online Educational Institution

According to a recent article in the Boston Globe, Harcourt Higher Education has joined the ranks of for-profit Internet-based providers of higher education.  It received approval from the Massachusetts Board of Higher Education to award two-year associates degrees and four-year bachelor's degrees. The University of Phoenix, Nova Southeastern University in Florida, and Jones International University in Colorado are the only other for-profit institutions in online higher education.

At Harcourt, the 1,000 students that are expected to enroll in the first year will pay apply for admission, attend classes, go to the library, take tests, participate in classroom discussions, and eventually graduate online. Each three-credit-hour course will cost $900, and revenues are projected to reach $18 million in the first year. There are expectations of breaking even in 2003, and of having an enrollment of 20,000 students by 2005, when tuition revenue should reach $45 million.

Closing Thought

"Men have become the tools of their tools."  -- Henry David Thoreau, naturalist and author (1817-1862)

...followed by one version of the early history of the 'Net:

" ...And lo it came to pass that the trader by the name of Abraham.com did take unto himself a young wife by the name of Dot. And Dot.com was a comely woman, broad of shoulder and long of leg. Indeed, she had been called Amazon Dot.com. And she said unto Abraham, her husband, "Why dost thou travel far, from town to town, with thy goods when thou canst trade without ever leaving thy tent?"

And Abraham did look at her as though she were several saddle bags short of a camel load, but simply said, "How, dear?" And Dot replied, "I will place drums in every town and drums in between to send messages saying what you have for sale and they will reply telling you which hath the best price. And the sale can be made on the drums and delivery by Uriah's Pony Stable (UPS)".

Abraham thought long and decided he would let Dot have her way with the drums, and the drums rang out and were an immediate success.

Abraham sold all the goods he had, at the top price, without ever moving from his tent. But his success did arouse envy. A man named Maccabia did secrete himself inside Abraham's drum and was accused of insider trading. And the young did take to Dot.com's trading as doth the greedy horsefly to camel dung. They were called Nomadic Ecclesiastical Rich Dominican Siderites, or NERDS for short. And lo the land was so feverish with joy at the new riches and the deafening sound of drums, that no one noticed that the real riches were going to the drum maker, one Brother William of Gates, who bought up every drum company in the land. And indeed did insist on making drums that would only work if you bought Brother Gates' drumsticks.

And Dot did say, "Oh, Abraham, what we have started is being taken over by others." And as Abraham looked out over the Bay of Ezekiel, or as it came to be known, "eBay," he said, "We need a name of a service that reflects what we are." And Dot replied, "Young Ambitious Hebrew Owner Operators."

"Whoopee!", said Abraham.

"No, YAHOO!", said Dot.com."
