COLORADO:Virginia ACRAO News (Robert LeHeup, newsletter@vacrao.org, Newsletter Editor)Construction continues at the University of Denver (DU) as we prepare for the return of the Lamont School of Music to the University Park Campus. The groundbreaking ceremony for the King Lee and Shirley Nelson Residence Hall was held on February 14th, a sweet Valentine's celebration for all. In addition to being knee-deep in SCT Banner implementation, the university is in the midst of its NCA re-accreditation process. DU, which has maintained NCA accreditation since 1914, was just visited by a 10-member team led by Katy Marre, Associate Vice President for Graduate Studies and Research at the University of Dayton. The team met with students, administrators, faculty and staff and a good time was had by all. We are excited about the very positive visit and anticipate feedback from NCA concerning our re-accreditation in April. DU also implemented an honor code for students, faculty and staff in September.
The Honor Code has been well received and the University of Colorado at Denver has requested that we assist them in the development and implementation of their own code. There has been enough interest in the honor code that a collaborative effort is being attempted between Colorado schools to produce a Colorado Honor Code Group. Chris Austin, Director of Citizenship and Community Standards, is attempting to coordinate an organizational meeting with University of Northern Colorado, CU-Denver, and CU-Boulder. Chris also intends to be in touch with schools that already have honor codes in place, such as the Air Force Academy, Colorado College, and Pueblo Community College. Their input will be invaluable to the process.
Two new staff members have joined the office of admissions at Colorado State University. Randy Miotke comes to Colorado State from Aims Community College where he was responsible for network administration and web site development. Randy's primary responsibility will be to develop the admissions office web site and other projects related to the Internet. Another new staff member, Kelly Cue Davis, received her Ph.D. in clinical psychology from the University of Washington in Seattle. She brings expertise in experimental design and data collection and analysis. Kelly's responsibilities include survey development, program evaluation, and statistical analysis. The office of admissions continues to add and improve its on-line application services for students. In addition to applying on-line, students can now pay the application processing fee on-line as well. The new on-line payment is totally electronic with no manual intervention between the student, credit card processor, and the university. Students are given a variety of options for applying to Colorado State: complete the easy on-line application and pay the processing fee electronically, apply on-line and mail in the fee, or pay the fee on-line and mail a hard copy of the application.
Barbara Baker reports that Northeastern Junior College recently appointed a new admissions recruiter, Richard Ontiveros, whose goal is to increase the school's service to students from diverse backgrounds. Richard is focusing his attention on the recruitment of minority students, especially Hispanics living in the northeastern part of Colorado. Among his activities is the development of a campus advisory committee composed of Hispanic community leaders and others interested in helping the institution attract and improve diversity. The college has a Campus Diversity Committee that has been active for several years, primarily coordinating on-campus presentations and student dialogue related to acceptance and encouragement of diversity.
NEW MEXICO:
San Juan College has started the semester off with a lot of excitement. The college recently won the Zia Award for Quality New Mexico. Quality New Mexico, a statewide organization, works to promote and develop excellent performance by organizations within New Mexico. San Juan College is the first educational organization to win this award. The college also opened a new Health and Human Performance Center in December. This facility houses a brand new fitness center and all of the health profession departments, including the new dental assistant and dental hygiene programs.
Eastern New Mexico University has seen some changes in both their records and admissions offices this year. Larry Fuqua, who has been the registrar at Eastern for many years, retired in December. He is now residing in Ruidoso. Betty Crane in the new registrar. Betty has been the assistant registrar at Eastern since 1983. In July, the director of admissions and the director of financial aid positions were combined, with Julie Poormanat the helm. Congratulations to all!
The University of New Mexico's registrar's office had an off-campus retreat in February, a rare opportunity for their office to get away and participate in important discussions about office goals. The office is also looking into the Hershey opti-scan product to put all of the paper records on CD for safekeeping and easy retrieval. UNM is undertaking a number of initiatives to work with students to be successful and finish their degrees. Sounds like a very worthy cause!
Anna Tupler of Santa Fe Community College would like everyone to know about a book drive RMACAC will be having at their spring conference in April. All proceeds will be donated to the Phoenix Indian Hospital and/or Tempe Guadalupe Hospital.
WYOMING:
The admissions and records office at Casper College suffered a tremendous loss on January 29, 2001. Long time friend and co-worker, Darlene Mooney, admission specialist, passed away unexpectedly. Darlene had been an active participant in RMACRAO since 1992. Darlene enjoyed the friendships and information she gained from the organization. She will be missed.
Central Wyoming College suffered a waterline break on February 8, and the admissions office was flooded. The culprit was a heating coil that froze and burst. Luckily, admissions was able to do business the very next day, though they had no heat and some very soggy floors!
Eastern Wyoming College (EWC) just completed a reaccredidation evaluation in February by NCA. The evaluation team recommended that the next comprehensive visit be conducted in 2010-11, which would give EWC the maximum ten-year accredited status. Among the unique strengths the evaluation team noted in its preliminary report were the following: "EWC, in spite of being the smallest college in the state, has one of the largest and most successful community outreach programs, providing services to citizens in a 16,000 square mile service area," and ". . . the college has strong administrative leadership, resulting in student satisfaction, positive relationships, and pride in the institution. The pride is reflected in the cleanliness of the facilities, dedicated faculty/staff, and student enthusiasm."
Laramie County Community College (LCCC) is pleased to announce the newest member of the recruiting team, Sara Heinert. Sara is an LCCC graduate and received her bachelor's degree from UW. Tammy Smith has accepted the admissions coordinator position, and is looking forward to building a great recruiting team.
The University of Wyoming (UW) admissions office has had a busy fall, completing a major remodel of the processing area and installing EMAS software. UW is also currently in the final stages of implementing an integrated marketing plan, working with Educational Marketing Group of Denver, CO. The UW admissions bade a fond farewell to admissions counselor Sean Moore, who accepted a position with our SEO office in February. Waymon Levingston, who left UW to work with the University of Miami for a couple of years, is back as an assistant coordinator of special programs with our minority affairs office. In addition, Tammy Mack has recently been hired into a new position with minority affairs as a recruiting and retention specialist for Native American students. UW will be hiring a new admissions counselor to fill Sean's position after July 1. Future plans for hiring include an associate director and a full-time orientation coordinator. We're excited that freshmen numbers at UW were up last fall, and so far, all indications point to another increase for next fall!
Western Wyoming Community College (WWCC) suffered a major fire in its boiler room and physical plant area on the evening of January 1, which left the campus without heat, water, telephones, fire alarm, and fire suppression systems. Most of the campus suffered smoke damage, and several offices, storage areas, and work areas in the physical resources area of the building were lost. Thankfully, only those students staying over for the holidays were on campus, and they were relocated to a motel while repairs were made. By January 3, enrollment services, financial aid, and the housing office were up and running in the commons area of Rocky Mountain Hall, a self-contained residence hall. The business office joined the group and students were admitted, advised, registered, and able to pay their balances. With the combined efforts of campus and community, WWCC opened its doors and returned to regular operations on January 16, the scheduled start date for the spring semester. The WWCC employees want to thank everyone for their support and best wishes during a challenging time. WWCC can now focus on moving forward with its strategic planning and to that end action teams have been formed to carry out priority goals under the college's guiding principals.

Williams is the new registrar, having come from Ferrum College where she was Assistant Registrar. She succeeds Ruth Robertson who has taken a position in the private business sector.
College of William and Mary: Kelly Lockerman was promoted to Associate Registrar and Cory Butler moved from Assistant Dean of Undergraduate Admissions to Senior Assistant Registrar.
Hollins University: Richard A. Carr was named assistant registrar as of January 1. Richard comes to Hollins from the private sector, where he spent 35 years in the retail industry, the last 28 years with Bridgestone/Firestone. He has been an occasional adjunct professor of computer science at Western Virginia Community College during the last eight years and is working on his Master of Arts in Liberal Studies at Hollins.
Shepherd College: Whitney Cornwell, Admissions Counselor, moved to the Office of Career Services in January. She and her husband, matt, are expecting their first child in April, after which they will be moving to Norristown, PA due to Matt's promotion to a regional management position.

Three kinds of entertainment will be offered as AACRAO Annual Meeting attendees, join with their colleagues and vendors on Sunday evening while enjoying refreshments at the Exhibit Hall event.
An all-male a cappella group called THE APOSTLES performs in the tradition of the "doo wop" vocal groups of the fifties. Inspired by the gospel vocal groups of the south, the Apostles bring their unique style and engaging enthusiasm to every performance. They've become one of the premiere attractions at the world famous Pike Place Market where the group performs every weekend.
THE PIKE PLACE MARKET FISH THROWERS perform daily down at the market, but will join us on Sunday evening to give a fish throwing performance and allow us to try Seattle's famous delicacy, smoked salmon. You might even be lucky enough to try your hand at fish throwing - in an apron of course!
Also providing entertainment Sunday evening are THE TOUCANS, a lively four-piece Steel Drum Band from Seattle. An all acoustic ensemble, the group consists of "just good old steel drums and the fun-loving fellows who play them!"
Don't miss out on the fun, fun, fun.
(This is the second of two installments on AACRAO Financial Ratios. The first installment provided an introduction to financial ratios and a discussion of AACRAO’s Income and Expense Ratios. This installment focuses on Balance Sheet Ratios.)
As reported
in the first installment, your AACRAO Board and AACRAO Staff have worked
diligently to improve AACRAO’s financial status during the past two fiscal
years. In an effort to determine
how well AACRAO is doing financially as compared to peer organizations,
a series of financial ratios were computed utilizing the year-end financial
statements for FY 2000, ending June 30, 2000.
As we review these financial ratios, it is important
to remember that ratios are only one tool that we should use in determining
financial performance and that we should continually use ratios to view
performance over time, rather than for a single point in time. Also,
a ratio that is out of line with an industry benchmark may indicate an
area where further investigation is needed before any conclusions are developed.
These financial
ratios were developed based on guidelines from the ASAE Operating Ratio
Report, Eleventh Edition (2000). For
comparison purposes, we utilized organizations which were exempt organizations
under Section 501 (c) (3) of the IRS Code of 1986 and that had an annual
income between $2,000,000 and $5,000,000. This
resulted in approximately 93 organizations for the Balance Sheet ratios.
The ASAE
report provided Industry Averages and Medians. The
value of using both is that one organization can distort the average by
having either very high or low numbers in one area. The
median is the actual midpoint. By
reviewing both industry comparisons, we can view which is the better benchmark
for AACRAO.
Balance sheet
ratios are often referred to as a financial check up, similar to a physical
examination. They attempt to determine
the financial health of the organizations. The
following are key ratios based on the balance sheet information. These
ratios imply a mathematical relationship of the computed number to one,
or X.X:1
Operating
Efficiency Ratio (Total Income/Total Assets) -
a measure of how well an organization is using its total assets to generate
income. In general, the higher the
number, the more efficient the organization.
AACRAO 1.6
Industry
Avg. 1.3
Industry
Median 1.0
In this area,
AACRAO is exceeding both the industry average and median.
Total
Liabilities/Fund Balance -
a measure of how many times over an organization can meet its obligations
with net assets. A number greater
than one means the organization cannot meet its obligations with net assets.
AACRAO
1.2
Industry
Avg. 2.2
Industry
Median 0.6
While AACRAO
could not meet its total liabilities by utilizing its fund balance on June
30, 2000 it was exceeding the performance of the industry average. In
addition, the ratio has improved significantly from June 30, 1999 when
it was 1.5.However,this
continues to be an area where AACRAO needs improvement and is an area that
your Board is addressing by establishing the goal that reserves should
equal 50% of the operating budget.
Ratio
of Expendable Assets to Total Liabilities -
a measure of relative liquidity or how many times the organization can
meet its obligations from cash and other expendable assets. A
number less than one indicate the organization cannot meet its debts using
cash or other expendable assets.
AACRAO 1.5 Industry
Avg. 8.3
Industry
Median 1.7
In this area,
AACRAO can meet its debts by using cash or expendable assets, but is not
performing as well as the industry average or median.
Expendable
Fund Balance to Total Expenses -
a measure of whether the organization could cover expenses if operating
income remained stationary.
AACRAO 0.15 Industry
Avg. 0.38
Industry Median 0.26
AACRAO could
cover approximately 28% of its expenses from expendable fund balance, or
unrestricted net assets. AACRAO is
above the industry median, but below the industry average. Again,
your Board’s goal to have the reserves at 50% of the operating budget addresses
improvement in this area.
Quick
Ratio - a measure
of liquidity in how well the organization can meet immediate obligations
by utilizing current assets (other than inventory and prepaid expenses)
to meet current liabilities.
AACRAO 3.6 Industry
Avg. 14.2
Industry Median 6.6
AACRAO can
meet its immediate obligations or current liabilities, but is not at the
industry average or median. A quick
ratio of 1.0 is generally accepted for most creditors.
Current
Ratio - a measure
of how current assets can pay off current liabilities. This
is an expansion of the above ratio as it includes all current assets to
cover current liabilities.
AACRAO 3.7 Industry
Avg. 6.6
Industry Median 4.0
Again, AACRAO
can easily meet current liabilities, but is not at the industry average
or median and is an area that is being monitored by your Board Finance
Committee.
Cash +
Investments/Deferred Revenue -
a measure of liquidity in how the organization's cash covers future earnings.
A
number less than one indicate a potentially weak financial condition.
AACRAO 2.9 Industry
Avg. 6.8
Industry
Median 3.0
In this area,
AACRAO in almost at the industry median, but is below the industry average.
The
deferred revenue for FY 2000 was higher than previous years due to the
fact the FY2001 Institutional Dues Statements were mailed earlier than
in previous years. The result is
that all FY2001 Institutional Dues Revenue received prior to June 30, 2000
is considered deferred revenue. This
would result in a lower cash + investments / deferred ratio number than previous
years. Cash and investments were
actually up 37% over FY1999, but deferred revenue was up at an even higher
rate at 48%.
Personnel
Ratio (Salary Costs/Total Association Expenses) -
a measure of the proportion of association expense that is used for salary
costs. (source: AACRAO 2000-2001 Operating Budget)
For more information on AACRAO Income and Expense Ratios, contact Joe Roof, AACRAO Vice President of Finance at roofj@dbcc.cc.fl.us. AACRAO Financial Ratios will be discussed in more detail during the 2001 Annual Meeting at a Roundtable Discussion scheduled for Monday, April 23 at 5:30 pm.
- Joe Roof, AACRAO Vice President of Finance
Commencement: It's that time of year again and the questions come fast and furious from those wanting their graduation ceremonies to be special, attractive and memorable. A link to which we have referred to in earlier issues which bears repeating is the Academic Costume Code and An Academic Ceremony Guide, by Eugene Sullivan, American Council on Education, located at http://www.acenet.edu/faq/costume_code.html.
E-mail (Plain Text): Editor Paul Aucoin, paucoin@samford.edu, sent along this excellent resource for those of you who are tired of point-and-click and yearn for the "good old days" of text-based e-mailing. (No, I'm not kidding, some of us continue to prefer keystrokes to mouse clicks.) If you use any of the following packages, check out "Configuring Mail Clients to Send Plain ASCII Text" at http://www.geocities.com/CapitolHill/1236/nomime.html: Agent/Free Agent, AOL, Entourage 2001 (MacIntosh), Eudora Light, Eudora Pro, Eudora, Juno, MS Internet Explorer, MSN Explorer, MS Exchange, Lotus Notes, Novell GroupWise, Netscape Communicator, Outlook 2000, Outlook Express, Outlook 97, Outlook 98, Pegasus Mail, Pine, TheBat!
Home computer maintenance: When you uninstall a program that
you no longer use, you might inadvertently delete a shared DLL (dynamic
link library) file that's needed by another program. You'll know it's happened
when you launch one of your favorite programs, only to receive a "missing
file" error message that contains the name of the DLL that's gone MIA.
The actions of uninstall procedures depend on the uninstall utility that
came with the program you'd like to remove. Some are sensitive to shared
files and alert you when you're in danger of deleting one, while others
simply wipe out every file associated with the unwanted program. Is this
an act of spite? Who knows. The good news is, the Internet is host to a
number of DLL banks where you can easily download the missing file-in most
cases, for free. Here are a few worth checking out:

New NCES information
StatChatplus:This is your entry point into the on-line community of people interested in education information and related issues. Through NCES' StatChatplus you have the opportunity to express your thoughts and opinions to friends, colleagues, and others with similar interests around the world. It is also a forum that lets you select, or suggest new, areas of interest that you might want to participate in discussing. To participate, please visit: http://nces.ed.gov/statchatplus/Open courses: This week, The Massachusetts Institute of Technology announced an ambitious plan to develop a Web site for each of its 2,000 courses. The sites will offer material from the courses, including syllabi, lecture notes, exams, and possibly videos of lectures, at no cost. The plan, called OpenCourseWare, will cost $100 million and take 10 years to complete. OpenCourseWare differs from other distance-learning programs in two significant respects: It is free, and it does not offer credits toward a degree. The plan has the support of most members of the university's faculty, and officials say there have been surprisingly few concerns as to who owns intellectual property rights to the online material. Indeed, computer science and engineering professor Hal Abelson notes that the initiative has much in common with the open source software movement, as both are being driven by the desire to share information. MIT officials say they do not believe that the plan will in any way devalue the university experience for MIT students, as the classroom and lab experience, not the bare bones lecture notes and exams, are what make an MIT degree so valuable. (New York Times, 4 April 2001)New reports and the links follow:
"Attrition of New Teachers Among Recent College Graduates: Comparing Occupational Stability among 1992–93 College Graduates Who Taught and Those Who Worked in Other Occupations" has been released. This report examines the occupation stability of bachelor's degree recipients during the first 4 years after receiving the bachelor's degree. The analyses address the following question: were graduates who were teaching in 1994 more or less likely than those in other occupations to leave the work force or work in a different occupation in 1997? The data indicate that K-12 teachers among 1992-93 college graduates were among the least likely to work in different occupations in 1997 compared with 1994. Sexual Harassment Guidelines: All of us can probably do more to prevent sexual harassment on our campuses. Perhaps your vice president, dean or human resources director is looking for good resources and would be interested in knowing of your interest. Leonora Campos, campos@clhe.org, provided information on the "revised guidance" provided by the US Department of Education, Office of Civil Rights. To obtain a copy, web or PDF, go to http://www.ed.gov/ocr/shguide/index.html. Among the issues addressed on this comprehensive site are frequently asked questions about sexual harassment, a checklist for addressing harassment, self-evaluation guidance, an harassment/hate crime guide, and information on approaches to eliminating harassment and hate crimes.
Testing, testing...: How well can you do? (Thanks to Carolyn Johnson, cjohnson@mtsu.edu, at Middle Tennessee State University.)
Travel abroad: If you or your students are planning travel abroad -- whether for business, pleasure, or study -- you will need to convert your dollars to Deutschemarks, lira, yen, or "moolah." The Internet Tourbus published a few wonderful resources (Volume 6, number 17, 9/12/2000) to help the traveller take care of money business. The Universal Currency Converter helps you calculate how much any amount of one currency is worth in another currency. One especially interesting feature is the Interactive Currency Table which lets you view cross-rate tables of several dozen major currencies in the base currency of your choice. This means you can quickly find out how much your currency is worth all over the world with just a few clicks. It even has historical data so you can see how the rates have changed over time. If you prefer to get a daily e-mail update, you can sign up to receive it at the Currency Update Service. And if you take the advice of most experienced travellers by using your credit card to get your host countries' currencies, the Travel Expenses Calculator helps you determine your financial institution's charges for foreign exchange transactions processed using your credit card. Travel smart and safely!
NB: If you know of a web resource or a bit of web humor that you think may be useful to your colleagues, please send the URL to Scott Dittman at sdittman@wlu.edu so it may be considered for inclusion in a future issue of NetNews. Tell a little about why you like it and be credited with the catch.
Our colleague at Montevallo University, Helen Perkins, perkinsh@montevallo.edu, noted "a good article in The Chronicle of Higher Education which seems to state that colleges and universities will have to comply by August 2001." Helen opines that "for the blind, the major issue is whether to use 'alt' tags [HTML code which describes what a graphic shows] or whether to design a completely different text-only site. For the deaf, if there is streaming video and/or audio, other arrangements have to be made for deaf students just as they do now when a video or audio tape is used."
Helen also provided a link to online workshops on the issue: http://www.rit.edu/~easi/workshop.htm. The University of Wisconsin-Madison has published policies governing World Wide Web Accessibility, which can be found on their web page http://www.wisc.edu/wiscinfo/policy/wwwap.html. Included in the policies is a link to the Guidelines put out by the WWW Consortium (W3C), with additional good tips at http://www.w3.org/WAI/References/QuickTips/. Also listed on the Wisconsin site's last page, under Resources, are other internet sources, including "Bobby," from the Center for Applied Special Technology. Bobby will run your web site through an accessibility test, and certify your site if it passes. The City of Montevallo has a Bobby-approved site." Thanks, Helen.
We are wondering how long will it be before those of us in higher education who receive federal funds will be asked to do something like this, too. If your website is already meeting this challenge, please send the URL to Scott Dittman so that we may share it in the next issue. For starters, look at this MSWord file of resource organizations for people with disabilities and visit the web pages of Galludet University.
According to an un-attributed source, some Japanese have replaced the impersonal and unhelpful Microsoft Error messages with Haiku poetry messages. Haiku poetry has strict construction rules. Each poem has only three lines, and a total of 17 syllables: five syllables in the first line, seven in the second, five in the third.
Haikus are used to communicate a timeless message often achieving a wistful, yearning and powerful insight through extreme brevity -- the essence of Zen. Some examples:

Today it is

The Web site
you seek
Cannot be
located, but
Countless
more exist.
Windows NT
crashed.
I am the Blue
Screen of Death.
No one hears
your screams.
First snow,
then silence.
This thousand-dollar
screen dies
So beautifully.
The Tao that
is seen
Is not the
true Tao-until
You bring
fresh toner.
Stay the patient
course.
Of little
worth is your ire.
The network
is down.
A crash reduces
Your expensive
computer
To a simple
stone.
Having been
erased,
The document
you're seeking
Must now be
retyped.
Serious error.
All shortcuts
have disappeared.
Screen.
Mind. Both are blank.

Do you have a Rain barrel? by Richard Yount, Registrar, UNC - Charlotte
While we have had a lot of rain this last few weeks, the Southeast, like some other areas of the country, is in a drought. Here in Concord, North Carolina, just Northeast of Charlotte, we are not allowed to wash our cars or use water for watering the yard. Having just moved to a 100 year old home, we will need to plant grass seed and tend to it as soon as we have at least three consecutive nights at 60 degrees. Grass seed needs lots of water! What's a homeowner to do?
We are in an historical district. A rain barrel would be historically correct! So, off to find one. Home Depot…nope ("but a good idea!" said the garden center manager). Lowes…no, but try the Tractor Supply place…directions? So I go to the web!!!
Do you know that Canada has an extensive "green" movement? Most of the sites refer to programs being done in Canada! Yea for their efforts! Further study and emails found that while Canada has found relatively cheap suppliers, they cannot provide rain barrels outside of Canada, but one did suggest a US supplier.
Further search found prices from $140 to $75. And then I found the tap! For $8.95 and about $3 shipping, you can get a threaded tap that will accommodate a garden hose. So my tap arrived yesterday and I'll be buying the most attractive garbage can I can find this weekend and making my own rain barrel. Hey, I could even get artsy and try painting it with daisies and such to just blend in!
If you have suggestions for a Closing Thought, please send them to Scott Dittman, sdittman@wlu.edu.
