State and Regional Leadership Meeting Results

On March 3rd through 5th, AACRAO hosted a workshop for State and Regional (S&R) ACRAO leaders for the first time. Thirteen S&R leaders representing 26 different states met in Washington, DC, to participate in discussions led by AACRAO leaders and guest speakers on the following subjects: The panels generated round-table discussions among attendees. The group concluded that AACRAO could serve the S&R's by maintaining a repository of legal documents since S&R’s often experience difficulty transferring association archives from outgoing to incoming board members. AACRAO also offered to pool S&R reserves into an investment management program. The investment fund would require that all parties retain their share while benefiting from the returns of the large combined scale of S&R's reserves. The groups identified a need for their organizations to be more involved in federal relations and advocacy. In response, Barmak Nassirian, AACRAO Associate Executive Director, recommended the creation of a S&R Legislative Advisory Group comprised of a member from each state and regional association. The S&R Legislative Advisory group would be called upon to respond to federal legislative and agency activity as the issues affect their state’s or region’s perspective.

There was overwhelming support among the S&R leaders for a workshop to be hosted by AACRAO again next year.

Caught in the Surf, Websites You Can Use

New Search Engine: Just a few days ago, a new meta-search engine called Baldey <http://www.baldey.com> was introduced.  This new search tool works by using the best findings from several other search engines and combining them in a unique way. Depending on the position of a result found (e.g. number 2 by Yahoo) and the number of times a search result is returned by multiple search engines (e.g. both with Altavista and Yahoo), the results are combined into an optimal weighted result.  Because of this advanced ranking system, the best links are more likely to appear at the top of Baldey's results.  By default, Baldey bounces your keyword(s) against seven search engines, but you can select any or all of the ten engines listed at the site.  You can also select the "fastest three" option, and get results from the three fastest search engines at that moment. And if English is not your native language, Baldey is available in 14 languages!  To be honest, I'm not sure how Baldey's results compare with other meta-search sites like Dogpile or Metacrawler, or with link popularity searchers such as Google and DirectHit.  But it does seem to have promise, so give it a try and see what you think. <http://www.baldey.com> (from The Internet Tourbus, March 23, 2000)

IPEDS Redesign: Dr. Mary Sapp, Director of Planning and Institutional Research at the University of Miami, has given permission to release her MS Power Point presentation from the Higher Education Data Sharing (HEDS) Consortium's January 2000 meeting in Savannah.  Mary's presentation, entitled, "IPEDS Redesign - The Final Chapter," is available to the public at http://www.heds.fandm.edu/hedsconf/sappipedsredesign1-00/index.htm/. In addition to the slides, HEDS also recommends http://www.fsu.edu/~air/Alert9u9.htm, a link to an AIR Alert on this topic, and a second link to a recent NCES document summarizing proposed changes to the IPEDS system and collections.  Visit http://nces.ed.gov/ipeds/pdf/redesign/ip2000de.pdf for more information.

Legal Advice: (NB: As always, the best advice is for your institution to rely for official legal advice on your own counsel.)Doug Isenberg has developed a new web site that offers legal information for Internet and technology professionals. A free site, it provides articles on basic and cutting-edge legal issues, daily Internet law news, discussion forums, book reviews, and a law library. I have found a minimum of distracting advertising and have enjoyed the free, daily e-mail on recent course cases, legislative initatives, and worldwide issues of "e-concern." Check it out at http://www.GigaLaw.com.

NCES Reports: The NSF-NIH Survey of Graduate Science and Engineering Students and Postdoctorates (GSS) obtains data on the number and characteristics of graduate science and engineering students enrolled in U.S. institutions. The results of the survey are used to assess trends in financial support patterns and shifts in graduate enrollment and postdoctorates. A data brief presents information on trends in enrollment of science and engineering graduate students through 1998. Data are presented on trends in numbers of graduate students by sex, race/ethnicity, citizenship and field. Graduate Enrollment in Science and Engineering Continued to Decline in 1998 (NSF 00-307), released December 17, 1999 is available at http://www.nsf.gov/sbe/srs/new.htm. The NCES report "Vocational Education in the United States: Toward the Year 2000" has just been released. This publication addresses the primary question about the size of the vocational education enterprise at the secondary and postsecondary levels and whether it is growing, shrinking, or holding constant over time. The report also presents findings about the academic preparation of high school students who participate in vocational education, relevant school reform efforts, and transitions after high school. This report is available at: http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000029. "Trends in Undergraduate Borrowing" compares the borrowing patterns of undergraduates surveyed in the last three National Postsecondary Student Aid Study surveys (NPSAS:90, NPSAS:93, and NPSAS:96). The analysis examines students who received federal Stafford or Supplemental Loans to Students (SLS) and analyzes differences in borrowing before and after the 1992 Reauthorization of the Higher Education Act. This report is available at:  http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000151. Finally, NCES has released the  Education Statistics Quarterly, an accessible, convenient overview of all products released by the National Center for Education Statistics (NCES) in a given quarter. This issue also contains a complete annual index of NCES publications. To view this publication please visit: http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2000602.

Race and Ethnic Data: The Office of Management and Budget (OMB) has released OMB Bulletin No. 00-02 which provides guidance to federal agencies on the aggregation  and allocation of data on race <http://www.whitehouse.gov/omb/bulletins/b00-02.html>. Recall that NCES had decided to adopt the recommendation of the NPEC policy panel on reporting racial/ethnic data in the IPEDS Redesign only to abandon that position and recommend that institutions do nothing until the OMB had issued guidelines to federal agencies that collect or use aggregate data on race <http://nces.ed.gov/ipeds/newracereport.html>. NCES advised OMB that implementation of the new reporting for aggregate data systems, such as the IPEDS, will require several years and that the delay in issuing the guidelines on appropriate reporting will result in a delay in full implementation of the new reporting system to after the 2003 deadline. All IPEDS reporting for the 2000-2001 cycle and the 2001-2002 cycle will use the existing categories.  The IPEDS 2000-2001 Data Collection Plan details are posted on <http://nces.ed.gov/Ipeds/whatsnew.html>. NCES is currently reviewing the effects of the OMB guidelines on the implementation schedule and IPEDS reporting.

Standards Council Newsletter: The March 2000 issue of the Standards Council web newsletter, The STANDARD, is available at http://www.StandardsCouncil.org/enews/index.htm. Check out the site to find information this month on the upcoming 2nd annual Standards Council conference; recent advances for PKI; newly published Implementation Guide for TS138 for Prospect Information; recent initiatives by X12 -- an XML and OO-EDI update; a reminder of the EDI Server article in AACRAO's February Data Dispenser -- and more!!

Fighting world hunger from your desk: Every 3.6 seconds someone, somewhere in the world, dies from hunger! I have bookmarked http://www.thehungersite.com/ so one of the first things I do every day is click on the bookmark (or on a button like the one below, which you can add to your website) to go to The Hunger Site.  Advertisers have signed on to donate to the United Nations World Food Programme the cost of food for every click (once a day per person) and the numbers, which have been growing since the site's inception last June, are becoming quite impressive -- over 8.5 million "clicks" in March alone, resulting in daily donations of sometimes over 1 million cups of food a day! Please add to the success of this voluntary program, which costs you only a few seconds of time and is adding to the resources to save lives.

NB:  If you know of a web resource that you think may be useful to your colleagues, please send the URL to Scott Dittman at sdittman@wlu.edu so it may be considered for inclusion in a future issue of NetNews.  Tell a little about why you like it and be credited with the catch.

School of Hard Knocks

Joe Booker often took jobs for which he hadn't been trained and was rarely handed career-making assignments. In fact, he asked for the toughest jobs as part of his strategy to win. That strategy led to a successful high-tech career for Booker, who is currently vice president of operations for a computer-networking company.

Other lessons Booker shares: Don't sacrifice understanding for speed. After beginning in manufacturing in IBM, he transferred to engineering. Initially he lagged behind others, but ultimately leaped over his peers because he understood the technology. Think of where you want to go, and as each new opportunity arises, ask if it will take you there. Set the bar high; even if you don't reach it, you end up in a pretty good place. Be  brutally honest with yourself about what you know and don't know, what you can or can't do. When you do a job well, ask yourself, "How do I expand? What skills do I need to take this next step?"

And, finally, Booker says, remember that the work is more important than the title.  ("Assess Your Own Work And Other Life Lessons," Wall Street Journal Interactive, December 7, 1999)

Stolen Transcript Paper

Thanks to an AACRAO E-cast in January announcing stolen transcript paper, Cape Fear Community College has received numerous requests for confirmation of records, none of which have proven fraudulent. According to Carol J. Cullum, Registrar, a theft occurred on January 19, 2000, in the Office of Student Development at Cape Fear Community College, Wilmington, North Carolina.  The campus’ transcript seal, the registrar’s signature stamp, the "Official Transcript" stamp and approximately 50 sheets of blank transcripts were stolen.  The college's transcript paper was blue on white and the college began immediately to send a letter from Ms. Cullen verifying the authenticity of enclosed transcripts.  As of February 15, CFCC began using new green transcript paper on security paper, with no accompanying letter. If you have a question on any Cape Fear Community College transcript received, please contact Ms. Cullum at 910-251-5114, or 910-251-5153, or at ccullum@capefear.cc.nc.us

Virus Alerts

Those of you who are using Microsoft Outlook Express should be aware that there is a new "worm" out there that would like to share your software with you. It is the Wscript.KakWorm.

VBS.KakWorm spreads using Microsoft Outlook Express. The worm attaches itself to all outgoing messages via the Signature feature of Outlook Express. Signatures allow one to automatically append information at the end of all outgoing messages.

The worm utilizes a known Microsoft Outlook Express security hole so that a viral file is created on the system without having to run any attachment.  Simply reading the received email message will cause the virus to be placed on the system.  Microsoft has patched this security hole, and a patched version of Outlook Express should not be affected by this worm.

If you would like more information regarding this worm, you can locate it at: http://www.symantec.com/avcenter/venc/data/wscript.kakworm.html
